All of the major cell phone providers, with the exclusion of Verizon Wireless, are in the process of creating a collaborative cell phone directory. This will be a database in which customers can opt-in to having their information shared on the net. It may take some amount of time for enough consumers to come forward with their information to make this a viable means of looking up information.
